for a kid i would recommend a segway ninebot Zing E8 or E10. The E8 is suited for ages 6-12 yrs old and it can go 14km/h. The E10 is suited for ages 8-14 and can go 16km/h. same speed as eco on the max.
In Fl there are age restrictions in some areas. Where I live they have to be 16 yrs no helmet required. Although I recommend it. And it cannot go on the street. Which means it does not need to be registered. What’s great about these they can be covered in your homeowners or renters insurance if stolen
