- Earlier this month an unlikely political hero emerged after the bad-tempered workings of Handforth Parish Council went viral. (Subscribe: bit.ly/C4_News_Subscribe)
Hundreds of thousands of people viewed footage of no-nonsense official Jackie Weaver muting elected councillors during their bad-tempered planning meeting.
Tonight, Handforth Parish Council is meeting again and we are at the Cheshire village.

The problem with most people commenting on here is that they do not understand that Jackie Weaver had absolutely no authority in that meeting.
She was appointed as an advisor, not Chair or even clerk. Only the Chair can remove someone from a meeting and then only after a vote to exclude the person by members.
The official inquiry found that actually, Jackie Weaver was the one at fault.
Wasn’t the argument made that the chair had specifically stated that the meeting hadn’t started, therefore those rules didn’t apply and technically they were just a bunch of people in a zoom call in which Jackie Weaver was the host and could have removed anyone she liked.

@@kingcurry6594 Could you argue the fact that she only put them in the waiting room and asked if they wanted to return but they didnt reply, so she didn’t technically obstruct them from attending?
(Also im not disagreeing with you necessarily, im just genuinely asking questions to better understand the situation and the law)
@@lucas411_ She started the meeting with the Chair in the waiting room as she excluded him before the meeting started - so he was not in the meeting at the start. She then asked members to elect a new Chair - but if the Chair is not there, the vice-Chair takes over. When this was pointed out to her, she chucked the vice-Chair out. She then asked other councillors if they wanted to readmit them. That is not in line with standing orders and therefore illegal.
Her handling of the whole meeting was completely shocking to anyone with a knowledge of Local Government

i mean you could tell in that original video that we were seeing the culmination of many previous conflicts between these people. we'll never really know what the whole story is but the probability that these guys just consistently act like retards and we just got her hammer dropping moment is not low at all

Jackie is not the hero of our story
Person brought in as tech support oversteps their bounds by booting people out of a council meeting despite having no right to do so, then starts booting the people who called them out for doing so. Don't get me wrong, the whole council acted like plonkers but Weaver was not the person to take that action, subverting the activities of a locally elected body.
Thank god she did
most of the council were ok, it was just the chairman hadn't been doing his job properly and aled who were plonkers

Lady at 02:47 - defending "Mr Burkhill". As a resident of Handforth for around 18 years, I can't remember ONE positive thing he has done. Since his election as Mayor and then changing the rules so that he could remain as Councillor for Handforth, he has done nothing but Object to motions put forward for the people of Handforth. He was also instrumental in REDUCING the maximum grant amount of the council from 1000 to 500. This is applied for by local groups that need funding for local projects. (PS the Standing Orders still say 1000).
I guess the self disqualification clock has now started for both Mr Burkhill and Mr Brewerton, as neither officially offered apologies for this meeting, with Mr Tolver making an excuse for Mr Burkhill not attending, not actually reading a formal notice of apologies.
Cheshire East Council also showed their ineffectiveness today, when the motion of No Confidence was deferred to the Standards Committee, with no date being set for that meeting.

Barry Burkhill resigned, as did Brian Tolver and Aled Brewerton.
Barry Burkhill sadly passed away from cancer in November 2022.
He received his standing orders from God. Rest in peace Barry Burkhill.

She was in the wrong about some things tho, the STANDING ORDERS specify that councillors cannot be ejected from a meeting unless there is a majority vote. Jackie Weaver is an average holier than thou, self righteous lady who soaks in her administrative position, she might as well be a despotic community moderator.

There was news on the way the investigations turned out. They affirmed what you wrote, but were sympathetic toward her and that her reaction was understandable.
And, if the Chair is not present, the vice-Chair automatically takes over.

All those criticising her never comment on the background to this meeting, admit the abysmal behaviour of Tolver, Brewerton, and Burkhill, still less say what they would have done to ameliorate the situation.

I think the wider story is that she was asked to attend by some of the more moderate members, due to poor behaviour of a select few of these people.
Yes the whole story was the abysmal behaviour of Tolver, Brewerton, and Burkhill. Do more research next time

Jackie did not read the standing orders. She did not read them and understand them! She was the baddie all along. She couldn't kick out councillors without a majority vote yet she still did which is illegal under Standing Order 10. She most certainly was the baddie and Aled Brewerton and Aled Senior were the goodies.

Weaver didn't overstep at all. If the Chairman officiates meetings and said this wasn't an official council meeting then it's just a Zoom call and therefore Weaver can do what she likes.
