My guess is Federal because CPD doesn't use red lighting in general. The feds can't help themselves using red lighting for law enforcement. As always, I could be wrong. EDIT: I just re-read your statement about them being possibly ISP who DO use red lighting.

Now every single police car has thousands of dollars worth of strobe lights mounted all over it. This adds up to millions of dollars at the expense of taxpayers, those same taxpayers who are struggling to pay their bills while the politicians are fighting over having to give them a measly 600 dollars a week.
Its not about pulling people over, it's about Visibility. Sure a beacon light is cheap, but strobes offer much greater intersection protection, minimising the risk of collisions while officers are going through intersections.
In Belgium, we are one of the rare countries in Europe where in front of the vehicle there is a blue or blue and white flashing light and at the rear it is red and blue, this allows you to know which way the emergency vehicle is located. . if you see red and blue you are behind the vehicle on the other hand white and blue or just blue it means that you are in front of the vehicle. there are also some fire stations in Belgium which put the red and blue flashing lights for example firefighter of zaventem Belgium (brandweer van zaventem

Plus, ford offers competition suspension, anti-roll bars, and the powerful V6 ecoboost, pretty much smoking the competition with the exception for the Hemi Durango PV and Dodge Charger. Even then, the 2020 FPIU pushes 400hp and gave the charger a run for its money in a track test done by the Nevada Highway Patrol.
