Because they lied to us to give money to them. It's criminal that they don't get any prosecution for dumping the last gen completely. I mean I get that a full DLC can't come but on PS4 Pro the game need a little fixing and it's done. There is barely any issues but they will not finish it ever.
I can take a whack at it, a little bit. So, first thing to note is not all games are created equal. Just because X game looks great doesn't mean that all other games should, as well. There's a lot to it, but Engines play a huge role in it all. The biggest thing that stands out between CyberPunk 2077 vs, say, TLoU or God of War is that CyberPunk has a lot of things it is "tracking" both on screen and in the background. Is it an impossible amount or anything? No, not necessarily, but a busy intersection in CyberPunk could have plenty of things being calculated, tracked, and accounted for vs the busiest segments in GoW or TLoU only really tracking some AIs and a relative few other details. Graphics aren't the only thing that are tracked, and all those other things take away from a limited "budget". Now, those games you mentioned were also probably optimized *much* better than CyberPunk (even the "nextgen" versions have performance issues suggesting that the engine isn't perfect to begin with). Props to the dev team. If you know what you're doing, you can push a console pretty hard without anyone noticing. But again, the resource budget in those games vs CyberPunk is probably wildly different. So the PS4 version has a game engine trying to track a lot of things at any given point, but the engine isn't designed to utilized the hardware properly. So it leads to the hardware being taxed pretty quickly. A thousand things (for example) are being called up, from collision detection to AI to particle effects and such. Either the hardware tries to compute them all and frame rates begin to drop to compensate, or it just randomly drops doing some of those actions (no sound, collision detection fails for a moment, etc). It's a mix of things, ultimately. But a thing to realize is that just because two games come out on the same console and look the same, doesn't mean they're doing the same things. Naughty Dog was very smart in how they used their resources for TLoU. CyberPunk's dev team less so on the PS4 and the like. Really, those versions should have never been released in the first place, but I wouldn't be surprised if there were "larger" forces at play (ie- upper management basically thinking it was a calculated risk of "we'll sell enough to recoup losses on the product as a whole." tldr- Game engines and optimization are huge, but also games like CyberPunk have a lot of things to track at any given time, which means you can quickly run up to the edge of your engine's budget pretty quick if you're not careful.
@@JosueOnYT So, I'm gonna take a more specific whack at it. Basically, CP2077 uses three of the most intense graphical settings/effects to build it's world that does NOT include ray tracing. Modern volumetric is very expensive to render, see Borderlands 3 being kneecapped to sub 40 fps from 60+ by fog on high settings, let alone Ultra. Volumetric Fog gives most of the light sources in CP2077 their haziness. Secondly, Screen Space Reflections. CP2077, whether RT is on or off, uses rather expensive SSR at all settings except for Low, which is why the reflections still vanish at the edges of the screen on Low, like you would expect... However, turn it above low, and you'll notice that classic SSR effect go away. Lastly, consider that CP2077 has very VERY weak Ambient Occlusion in relation to it's performance hit. The game may as well not even have a "low" setting for SSAO, because of how little AO is actually happening. So, as a result, shadows look all kinds of off and wrong on console (i.e. vehicles with perfectly lit road underneath them) while still being a big negative effect on FPS.
