At which stage we need to raise change control? If i am going to buy an equipment means before URS and PO or after arrival of equipment?

Change control ideally shall be raised when the equipment is received at site and change will start from this stage only. URS and PO are pr-documentation not a change.
We can draft exact proposed change only after URS is finalized as requirements like utility and docs can be confirmed only after receiving equipment / instrument at site.
