Right, Elizabeth, who had an immensely successful 40 years on the throne had NO original policies or thoughts but happened to "get credit" for what Mary did /s. Mary died after a mere five years on the throne and she didn't accomplish much beyond a (very temporary) restoration of Catholicism. While I agree with you in that statement, she's more recent than some of these powerful women from the past. If the list featured just women from the 20th and 21st centuries, I think she'd definitely be in the top 5!

Surely both Elizabeth I and Victoria should be on this list - if not at the top of the list? How can both be missing given their roles in the world of their time? Victoria ruled over the largest empire of all time. Elizabeth I defeated the major world power of the time, Spain. And Elizabeth II not in the top 10? Also, where are native American women? Or Boudica? Joan of Arc? Benazir Bhutto? Mother Theresa? Angela Merkel? To name but a few.
As famous as Cleopatra was, I think Wu Zetian should’ve been in 3rd because Wu actually ruled China during a time where women had no power, whatsoever. She did not depended on another ruler to secure her power and she was smart enough to expand her territory and the empire thrived under her. In addition, she didn’t grow up as a princess. She planned her way up from a lowly concubine to queen. She was smart and brave. She also lived into her old age, which is not so common in her time as an emperor.

Elizabeth was the second Tudor Queen to rein in her own right (or third if you count Queen Jane's 9 day rein). Elizabeth's sister Mary the 1st was the first official Tudor Queen.

Livia (wife of Augustus) should have been on the list before Agripina. Truly more manipulative. powerful and running the show behind the scenes that lasted generations. Without Livia, there would have been no Agripina, nor many of the other rulers that came after Julius Caesar.
Shocked at the absence of two women who could easily have been in the top 10 but aren't because the Anglosphere is unaware of them (and don't have to cater to diversity); Padshah Begum Jahanara and Padshah Begum Nur Jahan, who directly and indirectly influenced the lives of millions in the most staggeringly vibrant, diverse and prosperous empire in the world and were the most influential women in the world during their respective reigns.
