What a great idea for a mod... Suggestion: Add additional levels of intoxication that randomly cause hallucinations, such as random attacking enemies appear that can't actually hurt you and disappear in a single hit, have NPC's comment on your condition (similar to being nude), have speech boxes show garbled text (the PC can't understand what they're saying), have your character randomly fall down (and maybe pass out for a variable length of time). You could even add a chance for guards to arrest you and keep you at a local guard tower until the effects wear off (the in-universe equivalent of a "drunk tank"). So much potential here.
