They are something to use in order to do the sisters Lich which if you're trying to figure out what a lich is it something to get a cool gun and in this case a interesting cybernetic hound please note that you must defeat 25 or more flying enemies within a time limit about a minute I recommend getting the arch-gun launcher with Larkspur which if I remember correctly you can get this particular arch-gun from one of the dojo research labs

Useless for resources. Charm still boosts Affinity gains, so if you're leveling weapons for Mastery, Smeeta can speed it up a bit.
