You can play smoothly on 1080p, lowest setting with 24-32 GB of RAM with the same laptop, the game used up too many RAM, it may cause stuttering if youre only have 16GB RAM
that doesn't make sense, ram doesn't reach 16gb in the video most of the time and consoles could not run a game that needed that much ram, they only have 16gb to use between vram and ram.
@bardockshiny yeah its because its playing on 720p, but I've you tried to run on 1080p stuttering issue may occur, they said it's memory leak bug, console is fine, its just optimization issue for pc version
check your preinstalled ram specs from hwinfo app and get same ram or similar spec ram for best performance. And u can get any reliable 1tb ssd, I went for wd blue nvme 1tb.

I haven't faced this issue, but I searched for the same and solutions can be - running game as administrator, vanguard anti cheat should be enabled, repair game files or reinstall game, and update gpu drivers.
