Yes you can, you can shoot it midair before it hits you.
You can also shoot it while still in the heavies hands and it'll kill him for sure, and maybe a teammate of his who is close.
There are multiple things that are difficult to counter in this game, if a light is very good with cloak and shotgun they'll always get at least 1 easy kill where you can do almost nothing about.
If someone can use a tool effectively it should be rewarded.
If people like you get what they want they'll eventually nerf every single thing into the ground because people will always find a way to get a "free" kill
