Raj he has foreign Passport not Indian passport thats why he was allowed to go that part of Pakistan.
Indian has also allowed anywhere in Pakistan but he / she should be not go against the rules of Pakistan ...
Javed Sipra well he was the first Indian to visit Gilgit baltistan. I am sure everyone is allowed to visit but there must be certain restrictions for Indian citizens. They might require to have prior authorization/permit.
Ravi is a US citizen! So With US passport he can easily travel around.
