The amount of plastic used in that straw packaging case is more than all the plastic I would use in the form of straw in a year.

I can't imagine drinking something hot through a straw, certainly not a plastic one. I drink cold drinks and some of the companies have biodegradable straws. Paper feels nasty in your mouth, in my opinion, and don't hold up well to cold drinks, either. Biodegradable straws are the way to go.

I was at Dick’s Sporting Goods yesterday, and they were selling packages for $15. I was surprised to see them in-store, and they had plenty in stock. However, $20 straws seem like a pretty niche product.
