"British Dance Bands on Record 1911 - 1945" by Brian Rust & Sandy Forbes, General Gramophone Publications 1987 gives the following personnel:
Arthur Lally (clarinet, alto sax, bar sax, director); unknown 2 trumpets, trombone, alto sax, tenor sax, violin, piano, banjo/guitar, string bass, drums; Rudy Starita (vibraphone, xylophone, vocal). Recorded in London, UK, May- June 1931 .
Arthur Lally played with a number of bands (including the Ambrose band and the Bert & John Firman groups), before striking out on his own.

They were released between 1930 and 1932 in the United Kingdom. Unlike the Durium “Hit of the Week” records released in the United States at approximately the same time, both sides were playable, and the material was made from cellulose.
Images from discogs.com. The first 30 seconds is like, really, REALLY rough, so sorry about that. The rest of the two sides sound not too bad, in my opinion, thanks to Vinyl Studio software. This is from a transcription of a record no longer in my possession, which I made about 20+ years ago.
