The International Society for the Study of Hypertension in Pregnancy stated that pre-eclampsia can happen anywhere as early as 20 weeks gestation.

Can pre-eclampsia be a contributing cause of pre-mature birth and/or low birth weight?

      Yes, both directly AND indirectly.

Absolutely yes, it can. According to FIGO and RCOG' literature on the pathophysiology of pre-eclampsia, it is clearly stated that syndrome originates from failure of remodeling of spiral arteries with the invading extra villous, this results into continuous narrowed spiral arteries hence less blood supply to the intervillous spaces.
Inadequate blood supply to the intervillous spaces results into placental ischemia leading to release of inflammatory mediators such as the necrotic factors, Interleukins, that disseminate into the maternal circulation hence increased vasoconstriction. The decrease in vasodilation cause less supply of blood and required nutrients to the fetus resulting into retardation in its general growth.
