I've heard the guards shout at them, they totally ignore him until he charges them with the horse. I've seen it. These people do not listen!!! They just do what they want until the police take action.
If every guard did it every time, as we've seen in the past, it will absolutely work. The solution is so simple, that it's mind boggling that they won't do it! When they speak from both sides of the mouth - yes, no, yes, no - they confuse the tourists.

What a sad and abusive decision that had to be made. The horses and the guards must allow anything these people do and allow the mauling of the horses. Whoever is stopping the rules from being obeyed and protecting the Kings horses and guards need to be deeply ashamed!!

Clearly the tourists rule! I've lost so much respect for the guards, because they do nothing to enforce rules that are supposedly there to protect the horses. It's really too bad for the horses, who were just starting to relax!
Why are the Guard being told not tell those people to move back. ? I guess those white lines don't mean nothing. Not watching this cause it is making those guards have no authority to do the right thing and just letting everyone do what they want.
