      The Chief should resign because must likely this type of actions has been going on for a long time and we get to find out about it when their is a lawsuit going against the police department. How many other cases are there we don't know about? Of course the Chief will not find any wrong doing by his officers ( remember they all function and act the same way. The are all criminals. Put them behind bars.

      @@williamaguilar1582 When he believed this was handled well initially ... when initially was guns drawn straight away and constantly drawn on him when his hands were out of the window.. That shoes this guy needs to go.
      As for 'he should have complied sooner' then the Government should make needing to leave your vehicle as soon as you are pulled over a legal requirement, as it is complying with two over hyper guys pointing guns at him would have probably end up him being shot when he tried to unbuckle his seat belt.

      EXACTLY! If both of the police officers lowered their guns, to the ground, THAT WOULD HAVE BEEN DE-ESCALATION. That would have still given the police officers a chance to fire, if fired upon, but would have indicated they weren't... READY, SET, TO KILL.

      The Wild, Wild West Boys' Club. I was on the receiving end of this crap, more than once, in South Florida. The police officers ranged in sizes, ethnicities, & divisions (local, county, & state). AND, I'm a NYC, White, Hebrew Girl. I even get profiled at TSA every time I get on any plane, going anywhere.

    Without an apology from the chief after watching the whole video numerous times I'm sure, he should be fired as well. Again, very disgraceful to treat an AMERICAN PATRIOT like this. I'll keep watching for follow up stories about this. Would love to see the next pictures of Gutierrez working at Wal Mart. & you Mr Nazario, I would like to see pictures of your new Gorgeous home & pictures of you vacationing somewhere Beautiful.     Once I was getting pulled over by a state trooper up in Michigan and I did the same thing as this Lieutenant wanting to pull over for the safety of the officer and myself. My father was a cop for 30 years and I am well aware of the danger and stress of standing next to a stopped vehicle while cars are wizzing by you at 75MPH.
    The trooper in my case completely overreacting, stormed towards my car, opened the door and tried to drag me out but my seat belt kept me in. He was screaming profanities at me and was so angry he was spitting while he shouted and was almost out of breath. All the while I was calmly and simply trying to explain how my father was a cop and why I waited for the next exit to get off the freeway. I fully acknowledged him when he turned his flashers on and indicated I was indeed complying.
    All this was happening on my way to work at 7:30AM. After he stopped yelling at me he decided that he wanted to give me a breathalyzer after asking me if I’d been drinking. I said “no”, so then he asked, when was the last time I had a drink? I answered “last night”. He asked angrily, “what time”? I said it was around 1:00 last night. He said, “you mean 1 o’clock THIS MORNING”! I was like, ok, technically yes it was 1 in the morning.
    I blew 0.0. He bitched at me for a few more minutes to ensure I’d be late for work and let me be on my way. The rest of the drive I thought about filing a complaint and to this day I wish I had. Years later I was talking to my father and this story came up. I never told him about this incident until then and he ended up saying to me that I should have filed and that the state police at that time all had hidden microphones under their ties so there was a complete record of how that officer was speaking to me that morning and I had every right to file against him.
    This was 27 years ago and I still remember that pricks name...Swearington.

      I tried to stop immediately and the officer got on the speaker and told me to turn into a neighborhood. I explained that I did not want to appear like I was running away.I share this to say, cops are trained, not civilians.We have no clue what each officer expects. In your case and the lieutenant they wanted immediate stop, while the officer in my case wanted me to get somewhere safe.

      Yes, Alejandro - that the Chief claims the police officers are trying to deescalate is clearly not correct.. and disqualifies him from being called an adult, let alone having any kind of job interacting with other people (such as, for instance: law enforcement). Just a common sense POV from an ordinary world citizen in Europe. But it seems things might be improving slowly.. and I'm glad to see more and more cases of these police thugs being exposed - with more and more police chiefs apparently reacting the right way (all right, sometimes after a few "videobased factualities" have gone viral.. but still ;-)

    After watching this video over and over for a couple of days I have come to the following conclusions. 1-The cops behavior was disgraceful, Thats a given. 2. The older fat cop was literally torturing that man. You can almost see the smile on his face when he began emptying that can of pepper spray directly into the drivers face. He was definitely enjoying himself and felt no danger, just anger that he was being watched. 3- Had the driver pulled over onto the side of the highway where there were no witnesses he would have been executed in a hail of bullets. And 4- you can bet the house this is not the first time these cops have done crap like this. It's just the first time that they will be held accountable. These are bad, bad evil cops who need to be discharged and need to be prohibited from every being able to legally possess a gun. These are the type of cops that get good cops killed.

    I think there is so much love for the word de escalate. HE complied and was calm. What is there to de-escalate? The officers escalated the situation....this officer defending that crime needs to work on himself... honestly because if that's his defense of his staff, one wonders what work his talking about when he says we've got work to do. In 2017 this guy did everything that was asked of him and even told the officer vital information to make sure there were no misunderstandings. Guess what happen to him in front of his girlfriend and young daughter in the car. The officer shot him dead the moment his hands were out of site. Here's the thing, Black guys like the LT knew about what happen to Castile and was not going to take the chance with the crazy aggressive cowboys. I agree with him 100%. As long as they can see my hands im good. The moment my hands go down to open the door i'm dead. In the situation I can't find anything he did that was wrong. As many officers like to claim...he feared for his life.

There was simply no reason for Nazario to get out of the car. First he has to show his hands and while showing them he should unbuckle his seat belt? What would have happend if he reached inside to release the seatbelt??? Those idiots could have pulled the trigger so fast in their rage and delusion. Imagine yourself in that situation, knowing nothing while held at gunpoint nearly random at a gas station.

If they had told him then he could have showed then his license plate on his back window. But no they keep yelling for him to get out of the car with tazers and pepper spray pointed at him. He said he wanted to get to a place where he felt safe. And after seeing how those two tyrants acted, I don't blame him for doing what he did. And if you looked at his vehicle you can see his temporary tag on his rear window.

    The local army base commander could invite the police chief over for lunch and a chat, and then have base security do the same thing to him. Extraction at gunpoint, some mace and a couple of knee strikes, and then he'll be ready for a "no hard feelings" conversation.

    They stop the young man, would not tell him why. Then threaten him, physically abuse him for no reason as he was not threatening them. Then try to bribe him with more threats.     How do you de-escalate verbally while still having your guns drawn on a compliant individual? The army LT. did everything you would expect someone to do in a stop and still was met with police brutality.
    The fact that the chief only fired one of the two officers involved and only because the video went viral shows a lot of flaws with his leadership...he HAS to go

    "Those officers acted really well initially." They had their guns out at the beginning of the stop. They chose to escalate the situation and tried to overpower the CITIZEN by assaulting's them. For a license plate violation that was not in actual violation.

    I wouldn’t want this man to be in charge of a police force where I live. As many have said, it seems like he only fired Gutierrez because the video evidence came out. Let’s also not forget that the stop was for a supposed “missing” plate, which would then have become clearly visible when the cars entered the gas station. At that point, the correct procedure for the officers would have been to step forward and apologize to the motorist and go in their way - NOT come out yelling and brandishing guns like they had finally found a mass murderer. Faced with a well-spoken, calm UNIFORMED Army officer, they had a second chance to get it right, but Gutierrez at that point was so enraged that he was no longer making sense. Using terms like “ride the lightening” - REALLY?? Strip those officers and their pathetic “chief” of their uniforms and pensions. Do a better job of hiring and training!!

    If the mayor wants to be re-elected, he should sack chief riddle with loss of pension and perks with immediate effect. As the chief has clearly shown himself unfit for office by his shocking remarks and trying to sweep the matter under the carpet. Only sacking the cop when he had no choice. Lord knows how many others he has swept under the carpet and gotten away with. There should be a full investigation and corrective measures taken after his dismissal and loss of qualified immunity. Full praise to the reporter who brought this injustice to light.

    The police chief might be really believes in what he is saying. It is hard to argue with someone like him or even train someone who already reached his limits. Let him take accountability in legal way - and if officers actually committed the crime (there are courts for this), let him share accountability with them.

      @Everett Salisbury You're on the right track… the root problem is that "power" has corrupted the cops and they believe they're better than the humans they're supposed to protect and serve. They get an ego trip whenever they get to use their power over someone and since it has been OK to oppress people of color in this country, that is who they have been targeting, so it looks like a racism problem-but that is the secondary problem. The primary problem needs to be fixed first; it's addictive and getting out of hand.

    In heaven’s name, how do these people get to be police officers? How did that man ever think that the army officer was a threat to him to empty a can of pepper spray into his eyes? And what is with the gun drawn aggression of the other “officer”? This was clearly escalation, not a case of “missed opportunities” to calm a situation that doesn’t seem to be in any way worthy of this sort of response.
    It also appears that the police chief is utterly deluded and fired the officer when the evidence and public outcry was indisputable.
    Another clear example why the police should never be trusted to police themselves, let alone members of the public. No wonder that country has got so many problems with this sort of thing.

      And did you see how calmly that Soldier was sitting there while he was being pepper-sprayed he didn't like try to get aggressive yelling cussing screaming or nothing he just took the abuse he just took it that officers both of them and the chief needs to be fired. And soon he let them just he just sat there calmly and did what he what he was supposed to he did drive to a well-lit area which I would have did that too because I don't trust them if they would have pulled him over on the side of the road in the dark complete. They would have beat that man officer or not of the army they would have killed that man

    I've watched this video a few times and have yet to see WHY the officers took the stop to a high risk stop. Until the Chief can give a compelling argument that justifies a high risk stop, I'll Side with the Army Lt. We have a right to question why we are being treated unfairly. Lt. Nazario was not combative. The officers could not answer his questions because they had no justifiable reason to escalate the stop.

      He probably realizes full well that money does not come from the officers or their department, but from the city jnsurance. Said insurance premiums will rise, thus raising taxes on the people who had no say in the hiring of these officers, and likely none in the hiring of the chief. The police will not be impacted at all. Why soak the taxpayers for more?
