Low Power Output of a Kenwood T-599D Transmitter

Testing a Kenwood T-599D transmitter that I sold and shipped to Texas. Buyer said it had low power. Helped him over the phone, but to no avail. He rerutned it and I tested it. My results are documented here.
I was more focused on actually testing the transmitter. Not video quality. Sorry for the bad camera shots.
