I actually saw a variation of these guys at a mall called “Turtle Power” so I guess they were trying to make the turtle element more overt than just the regular “Super Ninja”
the Super Ninja looks like a scheme by Krang to infiltrate the turtles by disguising his torso body as one of the turtles by heading into the sewers to say he's their long-lost cousin Caravaggio
As a kid, my parents bought me several bootleg toys. Definitely had a "transformation robots"/"power men"/"pokemons" toy or two. My parents were pretty oblivious to those types of things and were extremely poor. Would have LOVED to have something like that motorcycle, honestly, to give you an idea of how bad it was. They were EXACTLY who these types of toys are marketed towards. But with as oblivious as those two were, I don't think even they would have put *this* in my stocking for Christmas. Even with something vague like "our son wants something from that turtle ninja show" I don't think they would have even purchased this on accident. I mean, at least slap the word "mutant" on the packaging, or add some sort of plastic shell thing to their backs or the box art. It's like someone deliberately had to make a bootleg to fool as few people as possible.
Okay, I lost it when "Splinter" showed up in the ending skit. Beautiful. Just beautiful. Now I'm gonna go watch literally any TMNT except Next Mutation to remind myself what I like about these characters, cause this set sure as hell isn't doing that.

I actually have a version of this (or something VERY similar) that I found in a local store a few years ago. The packaging and figures are similar, but it comes with 5 Turtles and no motorcycle. If I recall correctly, one of them has a black mask. I'll have to see if I can find it.
These guys are not turtles. They are actually normal (Super) Ninjas who are such big TMNT fans they dyed their fabric (and shared motorcycle) in green and yellow.
To be fair raph was the leader only pre movie for rise. Though I think splinter should have made donatello the leader at the end of season 2 as he was pretty much leader in everything but name.
The age indications aren't that contradictive. All mean to say it's not for children under 3 years at least. The ones that seem to be conflicting are 'not for 0-3' and 'ages 3 and up', but that would only give some uncertainties on their third birthday celebration. The day after that, they are older than three years and it's ABSOLUTELY SAVE to play with this quality product. :D
I'll give the bootleggers credit, a lot of the time you don't see much consideration for things like accessories or the ability for the figures to use them. So the fact they went out of the way to modify the weapons and do the whole peg system is more effort than I'd expect.
Dude….are you going to review the MONDO/Corradi Pinocchio, or what????? It is a must review, it makes Xmas In NY seem well-constructed. I feel like it was a missed opportunity. No one has reviewed it yet because the dub didn’t drop until long after it was released.

the shredder figure on the package does have his helmet and shoulder pads and blades and stuff though, i hope you can find that one but the show but i wouldn't be surprised if it's a prototype or something that never got made since nobody else has anything remotely accurate added
The bike looks like a bootleg mold of thePR/Senttai thunder bike. I don't think they were ever in the series but the wings, tail all look similar to that toy. They just changed the front to be a generic motorcycle

There were some bootlegs of Next Mutation figures but they are rare. Haven't seen a Venus yet but it could be out there.

It's not a Shredder figure, it's just the generic armour that these figures come with sometimes and could be put onto any of them.
I had a set of these mine came with dinosaurs for some reason
