As a point of clarification, isn’t the Blue level 1 of cards only able to draw blind from the deck unless you snap. It doesn’t mention anything about your reputation until the upgraded side :/
You can always draw blind from the top of the deck, regardless of which side your Cards Action card is on. Snapping lets you draw any 1 card from the display regardless of your reputation. But if you don’t snap, then you can either draw from the top of the deck and/or draw from within your reputation range. That’s my understanding, at least. But I’m pretty confident about that.
You only can draw within your reputation range Without the upgraded cards card, when you cover an icon on your map that allows you to draw a card from your reputation rain or from the deck. The non upgraded card card Drive blindly from the deck or at level five snap one card from anywhere.

With the purple upgraded side of the Cards Action, you can draw blindly from the deck, draw from within reputation range, and, with a strength of 3 or better, snap any 1 card from the display. I think we're all on the same page. I may have conflated the reputation range rule and will fix my program accordingly. Thanks all!

Theoretically, yes, tho I didn’t need to during the playthrough. The only thing you can’t ignore are rock and water requirements.
