Here’s the thing; up until the 90’s animated show, the institute scouted candidates who were powerful. However, with the 90’s cartoon, they made the institute more like the Morlocks so it didn’t just look like the X men willingly ignored a tonne of people because they didn’t have enough to offer. Fun fact Gambit had the potential to become an Omega mutant but Mr. Sinister removed a part of his Brain so that his powers can't max out. Charging things with kinetic energy is just the tip of the iceberg of his true potential.
Omega now means there is no upper limit to their powers category. Like Healing, telepathy, telekinesis, reality warping, or energy manipulation. But you can have more than one grade. For example Jean is an A class telepath but an Omega class telekinetic.

I was around 10 years old during that run, & Decimation/House of M/The 198 was the event that got me into monthly reading instead of my random pulls of past X-Men runs. I had comics since I was very young, but Decimation kept me going to the comic shop as soon as a new issue was released. That era of New X-Men is pretty underrated IMO.
Sorry to break it to you, but he COULD NO heal Wallflower. In New X-Men #25. He even breaks down to her in their final moments that he couldn't heal her arm and she said "Kevin held too long... Theres nothing to heal. You know that." Then the next page she's sniped and killed.

He was a basic “put your hands up to a surface wound” healer for years, and then the cuckoos (a group of hive mind telepaths) took all of Beasts medical knowledge and implanted it in his brain so he could heal more complex wounds, which broke his brain for a while. He can't resurrect people on his own, only heal them, and only if he knows the type of damage they've sustained. He has to have knowledge of the exact part of the body that was injured abd it's makeup, which is why having Beast's knowledge implanted in him was a huge boost to his powers. Before, he would just think "heal" and hope for the best, abd it could, and would, fail. That's why so many kids died in him arms after M-Day, during the Childhood's End storyline in New Mutants, which is why he got that knowledge implanted.

The power reads as though it would have no lasting effect on him. But we also saw people who shouldn’t have been infected get infected in both marvel and dc’s zombie stories. Not every mutant, but every power can reach an Omega Level status. Not all mutants reach that status, there are 14 confirmed Omegas per HoX, combined with the Omegas of Arrakko makes atleast 20 plus. Not even a spec to the total population of mutants. To be considered Omega level, your power must not have an upper limit. They literally compared Forge and Magneto, Erik is an Omega level because the extent of the potential of his magnetism has not yet fully realized. Forge was not considered an Omega, because despite him being arguably the smartest mutant on Earth, he can still be beat by even non mutants like Tony Stark and Reed Richards. Those two set a limit to his ability, barring him from being an Omega level mutant.
I think thats a result of the standard issues that surround stories with power systems and stories like this. As a general rule, we dont see the lower rung and teh story instead focuses on a group of people who are, as a general rule, in the upper echelons of power because thats where the interesting shit happens. As a result, it massively skews the readers perception of the power levels of the world.
Or that Danni Moonstar got Prodigy to be his roommate so he could teach him what it means to be in a minority. Or when he pretended to be into Wallflower to make his teacher, Wolfsbane, jealous?
