if I buff even slightest amount of foundation on my powdered skin(I usually set my foundation with a little powder), it looks horribly cakey and flakey. TBH even if I touch my face when I have makeup on, it will look awful. I don't know why I always struggle so much with my base makeup

how can you apply foundation over the old powder and foundation? especially after you move everything around with a tissue, I mean the tissue won't remove everything?
My face is super oily, like 4 hours in and everything move around
