Having been an active boater in Florida for many years, I understand the appeal and love of the water. However, I encountered way too many newbies who either trough ineptness or just plain negligence were a danger to themselves and anyone on the boat with them. Not sure where the balance lies but giving someone your credit card and 5 minutes later you are blasting around in a PWC or other boat is NOT a solution.

As a claims adjuster, boat owner, as well as two PWC, living in a very tourist heavy location that revolves around boating….I don’t hate this. Boat rental companies are reckless. There is zero education, they put anyone with the ability to pay on the water. If anyone is selfish it’s them. We work hard for our toys & can’t enjoy them because we are constantly fighting off rogue pontoons & PWC who have no business on the water. Rental companies should be forced to provide a Captain or pay for insurance.

From what I've seen from rental boaters, they have zero knowledge and zero care about HOW to operate a watercraft. This also applies to a vast majority of owners. One SHOULD have to take a class to show an operational knowledge, similar to getting a driver's license (although it could be spoken that many of these are pretty useless also)...

Does the state that you live in require liability insurance to operate a motor vehicle on public roads? Mine does. Seems reasonable to me that people who operate boats on public waters should be insured. ( I carry insurance policies on my boats)
This is a great law. I wish South Carolina follows. The boat rental companies are not boaters~they are renting to people that don’t have or mostly understand boating. The most dangerous group. Rental companies need to raise the rental rates!
Jet skiers unfortunately can be the most rude discourteous boaters on the water. Used to have them try and swamp me in my canoe. They always stopped when that huge treble hook daredevil lure whipped by the face
Great law ! If you have spent any time in Florida you will know these same tourists don’t even know how to drive cars properly on roads with signs . The others are the people that. Move here and the first thing they buy is a boat or jet ski with no clue at all what they are doing. I don’t even bother assuming anyone knows the right of way anymore. I just let them go it’s not worth it. Safety tip stay off the water on weekends and season. Lol

I understand people that rent boats are mad about this law. I have almost been killed by dumb boaters though. Your really going to be mad you have to raise your rates but you don’t care your renter can kill someone and they don’t have insurance?
Personally I think boaters need a license just like auto. Their are a lot of reckless idiots that get on the water who do not understand boating safety or etiquette.
If the law gets the idiots recklessly operating PWCs OFF the water, I'm in favor of it. Frankly, boating in the USA should be licensed. Operate ANY vessel recklessly, and you lose your license. This, however would severely impact the boat rental industry.

In the USA, all that is required to operate a non commercial vessel is you must meet an age requirement or have a safe boating certificate. - I would know, as I am a US boating (sailing and powerboat) instructor, and I HAVE my MMC.

Shut down the idiots enabling unsafe marine practices! I live in Dana Point and the renters are a serious hazard to everyone including them selves. I've seen so many seriously stupid actions by inexperienced jet skier renters primarily. Always speeding in the harbor, and once saw a passenger on one was left to sit into the water when the driver took off at high speed (still in the no wake zone). Lucky for the passenger I, and several others let them know . The driver had no idea they dropped the passenger off. Everyone on the water should be fully qualified to run any kind marine vessel they are driving/sailing etc.
I’m glad the state is doing this these people rent to these individuals that have no idea how to operate these craft and we have to deal with these morons out on the water. They are putting our lives at risk there is way too many of these rental places. They will rent to anybody with a heartbeat. So as far as I’m concerned the less businesses that rent these boats and jet skis the better our waters will be in Florida if they tourists want to see the water they can hire a professional captain

When a person rents a car, they are required to have insurance. It makes sense for water craft renters to have insurance.
