At the start of the game if you invite mazzini as agitator, yuo have a bouns to your university as event and mazzini is an intelligientia radical agitator, you can even grant him comand and max out his ranck for the max bonus to the party and grant him leadership. Non bad at all and is completly free, i always invite him (and i am italian so i am proud of this caracther) :)
What I think he might have wanted to say was that the public schools in the USA aren't great. The system that the USA uses to fund the schools is based on the land tax in each district, that means that poor districts have less funds then rich districts and thus creates an inequality where the rich get better education then the poor. BTW each state is different cause some have high land tax while some have low land tax, and so the funds come from elsewhere. Then there is the funds that come from the private sector and finally some funds come from the government as a subsidy. (This is not applicable in every state).

That's why I'm rushing Human Rights and Anarchy research in every of my runs - this is the fastest way to become Multiculturalist ever. Alternatively, Socialist/Communist and Enlighten Royalist also supports multiculturalism - so u can embrace it from their help (but for me Anarchist is the easiest way)

Wonder if you have some basic Vicky 3 advice. My biggest problem when playing the game as an expansionist country (even as someone like Greece just trying to retake core lands with my own nationality) is dealing with the enormous growth of radicals. Radicals are hard enough to deal with when I'm struggling to find jobs for my POPs later in the game, but when I get a million or more just dumped on me all at once, and have turmoil slowing building growth to boot, things rapidly spiral out of control. Anyone here know a good way to anticipate or correct massive radical populations?

@LudietHistoria you still get the resources from the conquered land. In some cases, like for rubber and opium, it is better to control the production so you can manage it better. You could colonize the inlands of Africa if you occupy the states directly. I guess you are not going for that.

The so-called exploit that you talk about has happened to me, too. The fact is that the difference in military strength between you and Argentina in this example is too big. It is quite funny because you are able to puppet both countries because of the order of the game. The moment they accept being your puppet (Domination), they automatically get the status as a puppet, and the other country (if civilized) can sway you with the option of being puppeted, and so you can change sides and have both countries as your puppets for nothing 😂😂😂. BTW, it's not an exploit. It's just being the USA in real life.
I gotta say, Victoria 3 does not represent the way the US ran in the 1800s at all. The Feds had limited to minimal authority over the affairs of state governments, and I'm not sure how well it represents the geographic breakdown of interest groups.

There's no kiel canal because there's no mechanic for blocking fleets and the relevant sea zones are already adjacent.
