The delay is for the strengthen of US forces who are ready if they are given an excuse aid Israel, the USA and Israel are trying to draw Iran in for that reason. Another reason is Israel is running short on air defence and needs a good supply before a ground operation. The opposition has no shortage of missiles and are certain to launch a barrage in return hence the need to wait. The Americans seem to have taken over planning so don't expect it to turn out well for either side.
