If you look back at the MTA’s history it was just pretty much maintenance here and there, some new subway cars but the fare was the same for about 50 years before they started the ongoing hike increases. The issues with the MTA's poor funding goes back to Governor Pataki, he robbed the MTA blind for 12 years and they are still catching up decades later.

If they are going to pass congestion pricing then cyclists will have to contribute too. If they aren't using the system, then they are not participating to help fund the MTA. This only works if everyone has to pay their share.
Congestion pricing is for vehicles that cause congestion. That's the 2ton, 90sq ft steel boxes on 4 wheels, not the 20-150lbs, 12sq ft, framed 2 wheel vehicles.
