But I thought adjectives come after nouns in french? also, "Il est" instead of "C'est"?

"Il est un garçon mauvais" is supposed to be the correct/most appropriate one as far as I've learnt till grade 12 in French... Also, not sure why she's using "C'est" here... maybe that's acceptable too!
