    24. SOUNDBITE (English) Sven Biscop, Professor of European Foreign and Security Policy at the Ghent University and Egmont Institute:
"We will probably never really conclusively know either way (if the bombing was intentional or an accident). But, one thing is, sure, in war, incidents like that do happen, and I usually tend to go for the most simple explanation rather than try to invent complicated theories. So I would say that that the idea of an accident is most likely."

    26. SOUNDBITE (English) Sven Biscop, Professor of European Foreign and Security Policy at the Ghent University and Egmont Institute:
"Imagine that somebody would, even by accident, strike an American embassy somewhere around the world, and the reaction would be immediate. So for a country like China it is also clear that, that this is a big thing. And of course, it has not been forgotten. But maybe also to some extent, its memory is kept somewhat, artificially alive so that one can sort it whenever it is felt necessary, to put some pressure. But basically, I think this should not now, 25 years later, be allowed to stand in the way of improved relations between China and the United States."

    33. SOUNDBITE (Serbian) Zoran Drakulic, driver for the former Prime Minister of Serbia, Mirko Marjanovic:
"As I was driving the prime minister of Serbia at that time, Mirko Marjanovic, I was very well aware of those events (bombing of the embassy). We did expect China to react at that time, some reaction...Why there was no reaction - we don't know that to this day. Time will tell. But that was a test for China. As well as for Russia and other countries. Normally, we expected Russia to help us at that time...We were surprised by Russia's inaction. We expected S300 rockets to arrive from Russia, but they didn't come. Information was that they were coming"
