These two are the most famous Power Rangers movies and even though there are other movies, these are really the ones that can compete with each other the most. Both contain the story of the Mighty Morphin team, but the stories are different and that's why we're going to compare them.
Power Rangers is an American television series and franchise of the tokusatsu genre, version of Super Sentai Series, a Japanese television series of the same genre. It has been broadcast since 1993. From 2002 to 2009, the franchise was owned by The Walt Disney Company, but was reacquired in 2010 by Haim Saban, its creator and original driving force between Mighty Morphin and Wild Force (the latter created early in production before the sale of Saban Entertainment to Disney). On May 1, 2018, it was confirmed that the franchise was bought by Hasbro.

Not even a debate 1995 movie will always be superior and one of the most successful takes of Power Rangers.
Now the only we can get something as equally good is if we have an ANIMATED SERIES LOOSELY BASEDO NTHE BOOM COMICS.
2017 movie was very insulting for me as a fan . I can watch A different shade of pink and changing of The Zords like it was a great movie or 3 parter Ninja Quest Mutany Rita and Zedd marriage Green with Evil and i can still feel the stakes the horror and the glory. Each i mentioned changes the rules of engagement , the powers the zords and why these people are chosen as Power Ranger and why they worth it.
1995 movie has a better suit i like the armored look but the 2017 movie has better cgi special effects
The 2027 one might have worked if they used the OG Rangers children, but calling those kids Jason, Kim, etc. was a disgrace.

1995 had the better suits (though painful for both the main cast and suit actors to wear during filming)

1995 had the better command center
1995 had the better Alpha 5
Both 1995 and 2017 had terrible looking Megazords
Both 1995 and 2017 had good orchestral music scores for the franchise. Though 1995's had a James Horner mixed with Jerry Goldsmith epic adventure fantasy sound to it.
1995's CG was groundbreaking for the time, even when I was growing up, but now it looks tame and dated. So 2017 did had the better CG effects in my opinion.
1995 didn't have Putties but 2017 did.
1995's visual aesthetic was part comic book, part dark fantasy kids film fare while 2017 was up to par with the visual likes of something out of the Twilight movies meets the first Amazing Spider-Man film (2012).
2017 had the better looking Zordon. 1995's, even in the tube, looked creepy and ghost like in some shots.
1995 had the better action sequences. 2017 hardly had any Ranger action to go wow at until the last 19 minutes.
1995 had the better balance of humor and seriousness. 2017 had a hard time balancing it.
1995 felt more like Power Rangers. 2017 felt like "Power Rangers" in name only but was more like a generic superhero movie mixed with modern teen drama you could see better in 2010s onward shows like Stranger Things or a CW show like Riverdale. At the same time felt ashamed at times to embrace what it was supposed to be.
1995 had something, music wise again, that the 2017 lacked: A rocking pop soundtrack with songs that would be timeless. Although 2017 did have a version of "The Power" originally by Snap like in the original movie, it didn't click with me as 1995 did. The pop songs featured in 2017 didn't do it for me as much. But still not a fan of its use of the Kanye West song that was used in the film's early portion of the Zord battle and in the trailers.
1995 had no product placement (thank God) but 2017 did. Krispy Kreme obviously.
Though Jason, Zack and Trini wasn't in the 1995 movie, 2017 took advantage to do the original five but did erroneously teased Tommy for a (canceled) sequel that didn't to be. For 1995, had if that movie was to BE CANON to the TV series, Zack, Jason and Trini would've been in it and we would still have Rocky, Aisha and Adam still in the film and maybe also in another universe if the film was in-universe, they could've done the Power Transfer differently in the film as a passing of the torch. Due to Austin, Walter and Thuy's respective firings and pay disputes, it was all but canned and the three new characters as the new Rangers were quickly shoehorned in the film with barely any interesting stuff to flesh their characters further and 1995 could've been that. Why do you think Karan, Steve and Johnny were billed first before vets Amy Jo, David and JDF (RIP) in the film?
1995 is the only PR movie to have 6 main Rangers. Sure, 2017 had six as well but Rita was a corrupted Green Ranger gone rogue, during the Cenozoic Era. Modern era in 2017 it was only five Rangers.
1995's Rangers went on a quest for not only the Ninja Powers to restore them once Ivan Ooze destroyed their old powers, but to revive a dying Zordon. 2017's Rangers had to discover themselves and learn to become a team.
1995 had the more definitive Goldar. 2017 had a less than effective Goldar, whom was just a mindless giant monster made of gold that Rita stole to create him.
2017's strong point was the Rangers themselves having character arcs. Sad to say for the original 1995 movie as much I still love the TV series season 2/early season 3 lineup with hardly having an arc for each. Just them determined to stop Ivan and his tyrannical world domination and save Zordon.
1995 - like the TV series - the Rangers are already friends and positive role models (because '90s). 2017 - the Rangers are from different walks of life who are delinquent troubled teenagers with actual attitude.
1995 had more memorable quotations than 2017. Despite 1995 being your typical cheesy, corny '90s kid movie fodder but it's what makes Power Rangers what it had always been.
Both 1995 and 2017 had Amy Jo Johnson and [the late] Jason David Frank in these Power Rangers movies. Also counting Turbo: A Power Rangers Movie. Making them the two only MMPR actors to be in 3 movies in the franchise JDF only played an active Ranger in 2 of 3 movies. White in 1995, and Red in Turbo. 2017 only had JDF and AJJ in glorified cameos are civilians, another scene with them was cut which you can in 2017's deleted scenes if you're curious 🤨👍.
1995 had the Ninja Zords. 2017 had the original Dino Zords. 1995 though hinted at some point given the Pink, Blue, Red, Black and Yellow Rangers had the Dinozords but we never see them. Only the coins for them on the chest of the suits and Morphers appear though.
Speaking of Morphers. 1995's Rangers actually used their Morphers to morph into Power Rangers to call out their animal name. 2017 has the Morphers but they never used them AT ALL. Only to be as costume decoration built in their suits. Tommy in 1995 shouted "It's Morphin Time!" Like a literal badass. Jason in 2017 says "It's Morphin Time" too seriously like it's shameful to embrace the badassery that comes with it.
1995 has Lord Zedd. If 2017 were to have a sequel like it could've at one point, we would've gotten that universe's Lord Zedd alongside Tommy as the Green Ranger. But since 2017 wasn't successful enough at the box office, plans for a sequel to 2017 have all but been canned.
So the Power Rangers Movie that is the absolute best imo is and always will be... 1995. Although non-canon to the TV series, it at least embraced the heart, passion, and soul as well as camp and cheese that PR had always been known for in its 30-year original incarnation up until Cosmic Fury as the upcoming Netflix reboot universe will be more adult and (slightly) mature than what I and others have been tolerating when it comes to Power Rangers.

In the 2017 film I preferred the well-characterised protagonists... I hated the TV Jason... and the costumes I reject the plot full of holes and senseless things.. six Rangers but the base was for 5.. Alpha only saves Zordon.. the dinosaurs were the strongest animals, but two are prehistoric animals, another thing that has never happened..The Megazord yes form by miracle, they could put the scene where Alpha says "Rangers hold on I'm restoring a secret weapon", then "Press the button now"..one dies immediately during the film..and they have to transform into the base

My universe would have been:
Aeons ago, Zordon was chosen to be Zenkaiger, a Prototype Ranger. He formed a team, and when Rita first appeared to take the coins, Ninjor fled, causing a case across the galaxy. Her Knight destroyed the Zenkaiger powers, but Alpha managed to snag five of the coins while Zordon kept fighting, which ended up with Rita and her followers in the dumpster and Zordon locked in a dimentional space.
Centuries later, Rita escapes, and Zordon commands teenagers with attitudes to be summoned using the coins as a guide.
Jason is a martial arts student and has lost meaning in his skills, making him leader and even trainer should return the teen to his path and destiny.
Kimberley, the gymnast who was all about fashion, friends, and luxury, even over the suffering of others, maybe the Pterodactyl will give her a better perspective.
Billy, the intelligent but quiet teenager, even with autism, his sense of duty, honour, and determination is a mighty force, Maybe the Triceratops will give the teenager more strength.
Trini is a martial art student who is quick to act but loyal. Perhaps the sabretooth tiger will help her patience.
Zack is a creative person who created a hip hop martial arts, he holds back a lot, maybe the Mastadon will show him how to use his power.
You can also mix in the OG reasons as well.
Just update the zord CGI while keeping what made them iconic.
The Putty Patrol could also be updated in design.
A real Goldar design, take the OG design and update it.
Billy is treated like a real character, not lanced by Rita. His intelligence is used to defeat Goldar and Knight, while showing he's learning martial arts.
You lead up to a Goldar and Knight battle with the zords, when they fail you introduce Tommy in the post credit scene, in a scene inspired by the OG scene where Tommy is chosen by Rita and displays his martial arts abilities before morphing and delivering an evil laugh at the title card of Power Rangers 2: Rise of the Evil Ranger.
That's all they had to do, just on a basic level.
