You seem to direct the invitation letter to the Immigration officer, yet any time I have spoken to Immigration Canada lately on details about the letter, they always say the letter of invitaiton is written to the PERSON you are inviting, not immigration , so this is confusing ? Also, never have heard any recommendation from immigration on notarizing a letter.

It is recommended. Almost always, visa officers require that letters of invitation should be notarized by a Notary Public.

I usually recommend putting 2- 3 weeks in the invitation letter. If the visa is approved, the spouse can stay as long as they want.
