Ngl this is either a nerf or a buff, cause adrenaline surge did already boost your swingspeed on use, it wasn't really noticeable outside heavy weapons, but made them swing like swords or something like that (still had endlag, but slightly faster swing yaaay), so it either stacks, or they removed that passive and made it a talent

Adrenaline surge makes ur walkspeed faster than lightning cloak and procs every speed buff giving you a flat speed buff, bigger and faster than fast blade, proccing speed demon and more
