Hear me out, the evil controller is infrount of engines like Henry. We know the engines can move on there own.
Let’s just say the evil controller stood on the track yelling at some other engine, then someone behind him like Thomas decides to… “release the brakes” that and if said engine could be hot headed like Jamie’s, he have a motive.

This story reminds me of another story made by Arledale Productions called Controller of the Line, where's there's a mean controller who wanted to rule the railway by executing Fatt Hatt's Engines
