What happens if a user is a member of more than one group... say a CEO that also want's access to the HR drive? Will it try to map the "P:" (Public) drive twice?... will that create any issues?

Hi Not sure, you did migration or New Setup please drop email at vikas.9452@gmail.com. But just to let you DC running on 2016 for sure Windows 7 machine can access shares in 2016 Domain Controller infra

No it will not map drive twice... Also if user having NTFS & shares both permissions. Then only this will work.
