Those McGraw Hill books are fantastic. Unless you take their course you have to “apply” for the exam, right? Which requires you prove you have two years of relevant security experience.?

Does CEH makes you a hacker. Is it more theoretical or practical. Is the hands on good enough to make you a hacker?

No, it doesn't make you an hacker. I took the theoretical exam but they have the practical exam which is more hand-ons.
