It's not that at all, he's just unable to push himself to that limit to become stronger unless he's facing an opponent above him. He doesn't lack the will or knowledge, he just lacks the challenge to push himself over that edge, which is why he's constantly looking for strong fighters who can give him a challenge
More accurately, I don't think Goku knows how to get stronger efficiently (the same goes to Vegeta). He only knows strength training. He doesn't understand how much involvement his mental state has on his power, which is why half Saiyans get theirs even quicker: humans are more in-tune with their emotions and mindsets. So the best ways Goku knows how to improve his own strength is by witnessing it from others and/or fighting them to know what he must do to reach or exceed their levels

He withdrew from his fight with cell because the best he could do was fight to a draw and you would have to be specific about when he fought black. But after seeing everything Goku is able to do and since Goku isn’t really afraid of Beerus…it almost sounds like Beerus cares. I think Whis also sees that. Especially after befriending Goku himself.
I dont have a specific music but , everything that Will enhance the ultra instinct appearance. Exemple majestic music with high volume that stop just before beerus Says :here it comes with another music that Will make it like a new God appear. Just an Idea Curious about the result it could be ^^

I had chills when he first turned super saiyan as well. I will say that I was watching it on too toonami when the episodes aired and it did take 4 to get there but hey, who else feels like waiting a full month for him to finally go ss for the first time was totally worth it?
