On OINP website I saw the following note: "Note: When an applicant is nominated for permanent residence by the OINP, they must then apply to IRCC. IRCC makes the final decision on who gets permanent residence."
Does it mean that I can't update my Express Entry profile and to proceed with the granted 600 points with PNP? How do I interpret correctly this statement?

My primary NOC on the EE profile is 21221. While creating the OINP profile, If I choose Human Capital Priorities Stream - CEC, the work experience requirement must be met for the NOC 21221 role, or can it be any (I already have another NOC 22221 that meet CEC requirement) of my work experience, even though my primary NOC is 21221?

I paid about 4500 dollars to one Canadian immigration company in the UAE who have promised me to apply for express entry and PNP programs. I took 2 times ILETS and last year they submitted for express entry this year still my IELTS is valid but they told because of my age one point I am below and I could not be qualified for express entry because of my scores with one pint is below. I keep asking them to provide information about submission for PNP they say we are working for you but any proof for submission for PNP expression of interest I am not receiving from that UAE Startix immigration company.
