How do you get to ride in the tender? Do you have to contact Disney and get permission? Does it cost extra, like with the railroad tour? Or do you just have to be lucky?

You have to ask one of the cast members at the station, it also depends on the engineers and type of locomotives they’re running that day

How many people fit in the tender car?
2 adults can fit in the seat, its about as big as a fantasyland ride vehicle seat
