the t2 upgrades storms columns with small stealth fields and the 1.5 upgrades several of your vehicles with increased speed/hp regen/a medium range personal teleport

Sadly the engine doesn't really allow this. But even if it did, how would it work if you charged green and blue Tiberium?
Modding the game is a huge mess I'm afraid.
