It's about as useful as Sweet Berries for eating: Great for filling up the hunger bar but you'll want to finish off the bar with Steak, a Golden Carrot, or literally any other type of okay food you have on you. Feeding it to wolves has no downside, just use it for that and make a small army, which means that you can bring somewhere around 3 wolves and just have them as backup. Since they're not that good, they're kind of just for Skeletons, but hey free damage, and with enough dead Zombies you can make more of them on the go. As for trading it, there's a bit of a downside to that: You can only trade so much in one day. That is all. It's a good idea otherwise.
Botania and tinkers: let me introduce myself (Context: with botania you can turn Rotten flesh in leather and with tinkers you can make blood with it, usefull for pigiron)

once i had a cleric who had 1 rotten flesh for one emerald, that combined with any other cured villager, for example 1 emerald for a diamond chestplate, it worked out as around 10 rotten flesh for a full set of diamond armour and gear

Currently I'm playing near-vanilla one block skyblock where you start on a single block of grass and have nothing on you. So, before I can get wood and have a proper farm, the only reliable food is a rotten flesh.
I find it unlikely that I'm more likely to have a bucket of milk than food 😅 Also emeralds are nice to get, but there are so many easy ways to get them that I honestly can't be bothered to use rotten flesh (as I never really see a need to discount librarians). I wish they would make some kind of 'rotten flesh block' (kinda gross I know) that could be crafted with rotten flesh as at least then it would give a cheap, easy to get block out of it

1 you would have to have a lot of milk buckets and loose inventory space unless you have shulkers and 2 it take 1 iron and 1 flint to get unlimited stake so the dog this the basically the only good thing
With mekanism you can liquify rotten flesh into nutritional paste and either eat it from a canteen manually or use a Meka suit with the feeding upgrade on the helmet automatically
And after consuming rotten flesh, if you don't move or mine, the hunger effect wears off automatically

The hunger effect can be easily overpowered by eating more rotten flesh. The hunger doesn't really stack.

Honestly if ur at low-ish saturation then you can just eat rotten flesh and stay still to not lose saturation

Also if u eat as many as will get your hunger bar full you can heal some and almost always go back to the hunger amount you were at or be higher
They should add something like monster jerky that u can make with rotten flesh and It could have no hunger effects
