The Right Hand Man my favourite villain in the series. Think about it: He's the only major villain who fights you directly. Reginald is a coward, Sven is only a threat when he has a gun, Grigori never really did much but capture Ellie (though he can flip Henry on his head in a fail which shows he CAN fight, however he didn't do much in the series other than those few, very minor actions) and Dimitri never got personally involved, his guards did most of the work and the most Dimitri did was pinning Henry down in CA trying to kill Henry in TR where he was rather easily overpowered by Henry anyway.
The Right Hand Man is Henry's personal nemesis. In multiple RBH routes, he states that after the shuttle is launched, he would've gone after Henry. You fight him 5, count 'em, 5 TIMES in CtM. (R, MBH, CG, JB and maybe FM if you count the chase scene as a fight)
The fact that nobody knows his true name makes him cool, mysterious and a bit terrifying. The cool hat, mustache, accent and cybernetics he gains in the RBH routes also contribute to his awesomeness.
Finally, he's (usually) one of the few characters to not be played for laughs, he's actually smart and very compotnent at his job which makes him a threatening, no-nonsense villain to be taken utterly seriously.

The thing about RHM is that he plays the silly/serious balance just right in being a credible threat that still manages to roll _with_ the madness rather than snuff it out by his mere presence. Most characters are on the silly side; by contrast, Dmitri and Grigori are basically _never_ played for laughs. But RHM can do both well enough.
Would you see Dmitri or Grigori playing Rock Paper Scissors? Would you see them involved in an RPG-style battle? Or face off against someone in a battle lifted straight out of JoJo's Bizarre Adventure? We never see anything like that with the warden of the Wall or his top enforcer, but Right Hand Man has done all of these and more.
