Thanks much for the insightful discussion. Most universities in the US require a year of tuition paid upfront before admission and subsequent US F-1 visa application. Universities also require proof of sustainable financial support throughout the number of years [usually 4 years] one is pursuing his/her education in the US.

Not clear. The Embassy denied or the USCIS? You can always appeal at either stage. You just have to correct what lead to the denial unless it was based on fraud in which case you can't.
