To be somewhat lenient to the authors of DB, Goten has not had to experience any serious fights yet. All he's done is the fight with Super Buu when he was fused with Trunks into Gotenks. He was too weak in RF and the Morro Arc to do much unless fused with Trunks. With Morro's energy stealing abilities and Frieza's Golden Form, it is hard to see even SS3 Gotenks doing much. Even then, Failed Gotenks was one of only three characters to seriously injure Cell Max.

Well, I know there has been no character development for him so far, but at least they gave Gohan a new form called "Beast Gohan." I'm so glad because Gohan is my favorite character in the series, and to be honest, he has far more potential than Vegeta and Goku.
