It existed as an established city well before Finland became the Grand Duchy of Finland. Therefore, it's not accurate to say that Helsinki "was built to replicate the city of Saint Petersburg."
Helsinki is not a russian style city. A german architect Carl Ludvig Engel designed a lot of buildings for Helsinki and St Petersburg. St Petersburg has been told to be the most western style city in Russia. I would say Helsinki is a Nordic style city mostly. A swedish architect Per Grandsted and finnish architects Alvar Aalto, J.S Siren, Timo and Tuomo Suomalainen, Viljo Revel etc. designed a lot of buildings for Helsinki.
