I've actually tried doing this myself and it's basically puppetry. Barring retakes, it only takes the length of the music track to record each character plus maybe 1hr max to composite everything together and in sync :p

I had to use multiple. >Any drawing/painting software with a Free Transform tool to make drawings wiggle on a neon green bg >any screen capture software to record you wiggling the drawings. >any video editing software that supports "chroma key" or "green screen" so you can edit out the neon backgrounds and layer the animations. Rest assured software is just a tool and if you know/learn how to use a hammer you can use any kind.
