have you ever considered attaching the vapor barrier directly to foam board with butyl tape instead of going over the top and mechanically fastening to block? My thought on this is sometimes butyl tape will not stick to concrete block if it is moist but it would stick very well to the clean and flat foam board. Then, just seal the top edge of foam board where it meets the block wall making sure to leave the termite inspection gap. Also seems like getting the vapor barrier corners tight would be more difficult when you pull the vapor barrier over the top of foam board
