I have an Energizer NH15 1.2v NiMH HR6 2300mAh battery which measures 1.28v and my charger which is a Panasonic BQ-CC55 is flashing red on it. From watching your video I'm guessing that maybe the battery voltage is too high to charge? I was trying to recharge it because my other fully charged batteries both Energizer and Eneloop brand are resting at 1.34v. From what I could find online, "Red flashes mean you've inserted a battery incorrectly or installed a dry battery by mistake (the safety system shuts off the power and prevents short circuits in both cases). If the light still flashes red after checking the above, it's time to replace the battery.". I'm not sure what it means by a "dry battery".
