both male and female voicebanks are used interchangeably, however his/her appearance doesn't change like it does for, say, Kaito/Kaiko, or Miku/Mikuo, since the male and female voicebanks are "canon" Same goes for Soune Taya.

Well, I read somewhere Ruko prefers to be called she, even tho she's more male than female. It could have been just a joke, though. If it's not that, then everyone calls her/him however they want, sometimes even "it". I don't think it'd be wrong if we call her/him either ways. It's not Ritsu, so we aren't obliged to call him a "he" :D
