The Actual lore you can find in game: Arthur is Albricht Entrati's take on Ballas's Warframe tech, instead of using the Helminth strain of the infestation, he used the Grey strain. he also left their minds untouched, giving Arthur and AOI and any Warframes made by Albricht complete control and being autonomous and not needing a Tenno.

I believe the way he is like this is because albertroti(idk how to spell it) infected him with two virus one of which made him huge and the other altered him as well changing his appearance. I’m fairly certain anyways.

I think 1999 might end up leading into us finally getting Infested Liches since the 1999 plot focuses so hard on what I'm assuming is infested computers.

i highly doubt infested liches are ever coming to the game. that and sentient liches. we have a higher likelihood of Tau getting revealed than infested liches.
