In March, there can be snowfall but for very limited time. Maximum 2-4 days. I think in last week there is very less chance of snow fall. The temperature in kashmir valley will verry between 2°-15° in March. This year kashmir can have snowfall from 21st to 23rd march.
The weather is significantly colder now as temperatures often go below zero. Nights can get very cold at this time and you can see snow in Srinagar, Gulmarg and Sonmarg.
In december you will get the heavy snowfall. It's good bt also bad because some roadblocks can be faced. Through out the year Vaishno Devi Temple remains open as well as in December.
Summer season brings lush green valley here from march to may and Autumn season begins towards end of September turning the entire valley golden; presenting all imaginable hues of yellow, gold and orange.
Monsoon does'nt appear so prominent in Kashmir. You may plan for July. Then also u can get the beauty of Kashmir, but not snow. But snow less beauty is more beautiful in kashmir in my perspective.
The average minimum night time temperature in Srinagar in April is 8.0°C & The average maximum daytime temperature lies around 20.5°C You can enjoy blue sky in April.

Yes, if u want to enjoy snow then dec is good try to go after 2nd week of dec. As then the snowfall happens rapidly. Take warm dress as temp may drop to -8 degrees. But you also may face the worse situation due to hvy snowfall. But tourism remains 'on' that time.
Jammu enjoys a good amount of rain during the monsoon. Rains make the evenings cooler, but humidity remains the same during the daytime. Hence, it is advisable not to visit Jammu during the monsoon. However, Kashmir and Ladakh don't receive much rain and the weather is fairly pleasant during these months.
