My PGWP expired on April 2021, applied for PGWP extension based on extension policy in 2021 and received 18 months of extension. Now in sep 2022 it’s gonna expire the extended PGWP. Can I now apply extension with new policy introduced in Aug 2022???

Can we travel if we have a valid work permit till dec and trv as it’s confusing that the document mentions you need to be physically present in canada?
A work permit allows you to work in Canada. A TRV like visitor, study or work visa allows you to enter Canada. For the purpose of getting pgwp extention you have to be present in Canada. If you are outside canada or have expired status, then you have to apply for new PGWP online

What about the spouse and common law of those with expired PGWP? We are also without work permit as the expired with the partner too
That's not a part of this particular policy
But as soon as you get rhe new PGWP
You can apply for sowp for spouse
