A man took revenge on his local Department of Motor Vehicles by paying a hefty bill using five wheelbarrows filled with 300,000 pennies. Nick Stafford used the change to pay an auto sales tax bill for $2,987.45. Employees at the DMV office were forced to count each penny by hand to confirm they totaled the right amount, which they did. SCOTOS has already ruiled that it is perfectly legal for places to require the payer to stay and witness the full count. They may also require the payer to come back to witness a verifing recount. That could take days. @@doc_vader2776

I'd make him verify every...single...dollar's...worth, and I'd count them very...very...very...slowly. "Oh no, sir, we can't give you a receipt until we verify the exact amount you're paying today, and the ticket is outstanding until we've verified payment. Here we go--one...two...three...four..." and completely lose count every five dollars and have to start all...over...again.
They can’t get him to count. He’s not employed by DMV and would be untrusted like grocery stores won’t just take your word when you hand over crumpled dollars. The cashier has to count.

Now, if you’re at a business and you haven’t bought anything yet, they can refuse. An example would be at a grocery store.
If you’re at a restaurant and you’ve already eaten, that becomes a loan/debt. They MUST accept it.
If it’s a government agency, regardless of if it’s a loan/debt or not, they MUST accept it, they have no choice at all.

@Jayson Lavilla How did you get all way to that conclusion? Of course not. Most banks have a place you can take bags full of coins to have counted and deposited or given bills in exchange. There is absolutely no need for somebody to be taking thousands of pennies to pay for anything when they can easily get them converted to bills at the proper place.

Yes it is, however if this DMV was to function like a normal bank they’d refuse your money unless you rolled all your coins.
Alas, the US has no legal tender limits; you can pay for any debt / services already tendered with pennies and the creditor must accept them. Most other (sane) countries have limits on what denominations you can use for certain repayments.
